Karen Rutledge

Karen Rutledge is a senior human resources consultant and HR executive with more than 25 years of progressive HR leadership and consulting experience across Canada and the United States. She brings expertise in organizational design, workforce strategy, HR policy and governance, succession planning, leadership development, labour relations, HR operations, HRIS implementation, compensation, change management, and scalable HR operating models.

Karen has supported organizations through complex growth, restructuring, and transformation, helping leaders clarify roles and accountabilities, strengthen service delivery, improve workforce planning, and build HR structures that are practical, sustainable, and aligned to organizational priorities. Her consulting experience includes work with First Nations and Indigenous organizations, non-profits, private enterprise, and larger complex organizations, with a focus on culturally grounded, operationally realistic solutions that can be implemented by lean and evolving teams.

Her relevant Indigenous and non-profit project experience includes a comprehensive compensation program for Stó:lō Services Agency, development of a culturally aligned employee handbook and management guide for Shuswap Band, a Chief and Council compensation review for Squamish Nation, leadership development recommendations for T’Sou-ke First Nation, and HR/payroll optimization work for RainCity Housing. She has also led large-scale HR functions in complex organizations, including multi-site, cross-border operations with unionized and nonunionized workforces.
